The City of West Hollywood had a 68-space surface parking lot not adequate to serve the visitors and staff.
The solution; a stand-alone, above grade, automated vehicle storage and retrieval system (AVSRS), with a footprint 40% smaller than a conventional garage. The fully automated parking system accommodates 200 cars, utilizes computer controlled motorized lifts, conveyors and shuttles to transport passenger cars to and from the entrance to a parking space – all within 90 seconds.

In 2012, Sacramento City Council passed a motion directing the Parking Services Division directing staff to pursue parking modernization through technology, rate enhancements, expansion, and legislation. In 2013, the new owners of the Sacramento Kings basketball team announced their plan to build an arena in the heart of downtown.
As a result an ambitious program to modernize its operations and with additional changes to the downtown parking environment; the City’s Parking Services Division succeeded in a unified program that allows the City to meet today’s diverse demands for parking throughout the City.

On July 29, 2014, just before rush hour, a 93-year old city of Los Angeles 30-inch steel water main ruptured on Sunset Blvd. just 200 yards away from UCLA‘s Westwood Plaza entrance. The water created a huge sinkhole in the pavement, shooting a geyser through the roadway and flooding parts of UCLA’s north campus. It was estimated that 20-million gallons of water had been lost. Damage to five buildings, (including famed Pauley Pavilion), several athletic fields, and two parking facilities. Miraculously, there were no injuries reported on campus or in the parking structures from the flooding.

Created as one component of the Los Angeles Congestion Reduction Demonstration with $15 million in grants from the U.S. Department of Transportation and $3.5 million in city funds, the program uses technology to help the city realize its goals of increasing the availability of limited parking spaces, reducing traffic congestion and air pollution, and encouraging use of alternative modes of transportation. LA Express Park™ launched on May 21, 2012.

UC Irvine (P&TS) provides parking and transportation for over 37,000 students, faculty, and visitors. Since 2005, UCI increased the Vehicle Ridership program from 1.52 to a 1.9, the highest for any employer of comparable in Southern California. This program reduces congestion and improves air quality on campus and neighboring communities.

Fresno State constructed a Photovoltaic (PV) Solar Parking Structure completed in partnership with Chevron Energy Solutions that provides covered parking with a solar PV roof. The structure covers 722 parking spaces on 5.5 acres in Parking Lot V. This solar system is estimated to provide 20% of core campus power.

Another great conference! CPPA’s 36th Annual Conference and Tradeshow was a tremendous success! It was very informative and lots of fun. I was really happy to see so many familiar faces in addition to meeting many new attendees. I hope you all were able to expand your professional knowledge and make new connections with other parking and mobility professionals.

The legislative session at the Capitol officially adjourned on September 13th. 2,649 bills were introduced. 1,042 bills reached the Governor’s desk, of which 870 were signed into law. Throughout the legislative session, CPPA’s legislative advocate, and the Legislative Committee, actively monitored over two dozen bills impacting our industry. This work included engaging with legislators, their staff, and other interested parties. We made great headway, not only in advancing CPPA’s agenda, but also in developing relationships with legislators.
In addition to the defeat of AB 516 which would have dramatically restricted our ability to tow vehicles, CPPA engaged on a number of other important topics, including:
• Support of AB 1100 which was signed by the Governor and allows electric vehicle charging spaces to be counted towards parking minimums.
• Obtained a sponsor to introduce AB 1401 which attempted to eliminate citation remittances CPPA’s member agencies make to their counties for courthouse construction.
• Actively monitored and engaged on AB 1112 and AB 1286 regarding shared mobility devices.
The legislature will reconvene in January for the final year of its session. We expect to see many of the same topics from this year reintroduced in 2020. CPPA will continue to be actively engaged in Sacramento on the behalf of our members. Speaking of Monterey, here are some facts about our host city which you might not have known:
- Monterey has a population of 28,640 people.
- Monterey was the capital of Alta California under both Spain and Mexico from late 1700s till the mid-1800s.
- It was founded in 1770 by Captain Gaspar de Portola accompanied by Franciscan Father Junipero Serra.
- Monterey is home to many California’s first: California’s first theater, brick house, publicly funded school, public library, and printing press.
- Monterey area has 71 wineries with 31 tasting rooms.
- Monterey is well known for the abundance and diversity of its marine life. Monterey is home to one of the largest aquariums in USA.
- The Hyatt Regency Monterey Hotel, site of our conference, is 2.8 miles away from Monterey Bay Aquarium, 2.5 miles from the Cannery Row, 4.5 miles away from Carmel by the Sea, and 6.1 miles away from the beautiful “17 Mile Drive”.

Summer is winding down and with school back in session, we are experiencing increased traffic on the road and back-to-normal parking volume in our facilities. Getting back into the busy Fall routine can be stressful so I have decided to use my President’s space for some lighthearted parking humor.

The Legislature is currently in the process of working through bills that have made it from their house of origin to committees in the second house. To move forward, bills need to exit policy committees before the Legislature adjourns for summer recess on July 12th. Once they return, legislators have four weeks to work through the fiscal committee process, the floor, and onto the Governor’s desk by September 13th.

Of key interest is AB 516. This bill proposes to remove tow authority for various violations. CPPA’s legislative advocate is actively working with legislators and other industry groups on our vehement opposition of the bill.
