I hope this message finds you rested and well from your Thanksgiving holiday. I enjoyed seeing so many of you in attendance during CPPA’s Virtual Conference, and I know from your emails and comments, that it was an excellent time to “regroup” and “refocus” in the midst of so much change. I’d like to thank our Conference Chair Madison Huemmer and her able and dedicated committee for their many hours of planning. Madison and her committee initially spent a lot of time planning for our annual conference to be held in San Diego but, COVID threw all of us a curveball. She and her committee quickly pivoted and put together an informative and entertaining conference with a creative and unique format. I’d also like to thank you for your participation; our CPPA Board, Directors and Representatives for their leadership over this turbulent year; and finally I thank our Committee Chairs, Committee Members, Advisory Board, Sponsors and, Affiliates. All of you (us) are unpaid volunteers who give freely of your time to make this organization relevant and impactful throughout California.
I want to take this time to congratulate Jonathan Wicks for his selection as CPPA’s Consultant Representative, and I want to congratulate Carmen Gachupin for her selection as CPPA’s Southern Director at Large. Finally, I want to thank Casey Jones for his service as CPPA’s Consultant Representative as he terms out. I am pleased to announce that Casey Jones will transition to CPPA’s Chair of Professional Development and excited about the potential he brings to our CPPA organization in the Professional Development area.
Please take care of yourselves, your families, friends & colleagues as we enter into this Holiday Season. I hope you will take a moment to find some joy and rest as we regroup and prepare for a new year.
Assembly Bill 3277 was signed by Governor Newsom and takes effect on January 1, 2021. The bill makes changes to California Vehicle Code 40220 that impact the processing of payment plans.
CPPA’s legislative advocate worked with the author’s staff throughout the process and was successful in negotiating changes from the language originally introduced, to the benefit of CPPA’s members.
These changes include:
· For amounts due that are $500 or more, the monthly installment may not be more than $25. Previously this amount was $300.
· Extends the payment plan duration from 18 to 24 months.
· Changes timeframe a person may request a payment plan from 60 to 120 days.
· Clarifies requirements for information to be posted on an agency’s website.
The Bill did not change the payment plan requirements for CSU or Community College campuses.

I want you to know that your CPPA Board has been busy since the last time I wrote to you. Since that writing, we have canceled our in-person conference and have endeavored to put together a strong program for your 2020 CPPA Virtual Conference, “California on the Move.” Your CPPA Board reimagined the conference experience - we brainstormed, we listened to your feedback and, we put together what I believe to be a creative conference experience. Many of you, and many of your employees have been working from home, away from your colleagues and friends. I encourage you to register and reconnect with us, your parking colleagues and friends, in what we believe will be a fun and informative virtual event.
